Cash Proffers (Voluntary, Case-Specific)

Prince William County operates under Virginia's voluntary cash-proffer system per Va. Code Section 15.2-2303 and Section 15.2-2303.4 (HB 770 / 2016 reforms). Residential cash proffers are sharply constrained to impacts attributable to the rezoning itself. Prince William County does not publish a standard cash-proffer schedule because amounts are case-specific to each rezoning application and recorded in proffer statements attached to each approved RZ / PCA. Proffer-amendment APPLICATION fees are captured in the Rezoning Fee Schedule above (PMR Amendment $7,503.02 + $446.97 per acre; PBD Amendment $7,503.02 + $446.97 per acre); those are separate from proffer amounts themselves.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed via verified primary sources during the 2026-05-06 verification pass. They are disclosed here rather than estimated or omitted silently.

Statutory Impact Fees

Virginia jurisdictions including Prince William County do not use Texas-style statutory impact fees under TLGC Chapter 395. Virginia's growth-cost recovery for residential rezoning operates through voluntary cash proffers under Va. Code Section 15.2-2303 (described above). This is consistent with the Loudoun County and Fairfax County precedents in the ZoneFee repository.

Special Use Permit (SUP) Fee Schedule

The FY2026 Application Package for Special Use Permits PDF URL was captured this pass. The application package is a form template; SUP-specific dollar amounts reside in a separate schedule that was not extracted verbatim this pass. A future ZoneFee verification pass will run Stage 4 pdfplumber extraction on the SUP fee schedule.

Countywide Planning Fee Schedule

A separate FY2026 Countywide Planning fee schedule PDF is referenced from the Planning Office fee-schedule landing. Per-fee dollar values were not extracted this pass.

Building Development Division and Land Development Division Schedules

The Department of Development Services umbrella covers the Building Development Division and the Land Development Division alongside the Planning Office. Their separate fee schedules were not extracted verbatim this pass.

Utility Tap / Availability Fees

Prince William County Service Authority (PWCSA, pwcsa.org) administers water and sewer service-connection and availability fees as a separate authority from the County. ZoneFee tracks PWCSA under a separate authority record (status: seed). The County's DDS / Planning Office / Land Development Division fee schedules cover building, site development, and zoning fees only - no utility connection charges.

Special District Fees

Prince William County's named Service Districts (Route 234 Bypass Service District, Innovation Park Service District) levy recurring ad valorem property tax surcharges within district boundaries. They are not developer-side one-time fees and fall outside ZoneFee's special_district_fees scope (developer-side one-time fees on a permit / plat / site-plan basis). District tax rates are set by the BOCS as part of the County tax rate adoption process and administered by the Department of Finance (Real Estate Assessments).
