Source: SAWS Impact Fees (Developer Resources) effective July 1, 2024. SAWS Board of Trustees resolution adopted March 5, 2024; San Antonio City Council ordinance adopted May 16, 2024. Impact fees are assessed per Equivalent Dwelling Unit (EDU), charged based on date of plat recordation. Statutory basis: Texas Local Government Code Chapter 395 (CIAC-recommended impact fee program). All values verbatim from the canonical SAWS page; see the Source block below.

The total impact fee for a project is the sum of one water component (Supply + Delivery + System Development at the project's elevation) plus one wastewater component (Treatment basin + Collection basin) for each EDU, charged at plat recordation. Multi-EDU developments multiply by the number of EDUs.
Connection / tap fees (separate scope)
SAWS does not appear to publish a separate connection or tap fee schedule distinct from the impact fee program at the public web tier. Three substitute paths were probed in ZoneFee's most recent verification pass:
- The SAWS Impact Fees page itself covers the impact fee component only; it references a separate "Impact Fee by Meter Size" PDF (195 KB) but does not embed a connection or tap fee schedule.
- The SAWS Water and Sewer Rates page covers retail water and sewer rates, special service fees, and pass-through fees, but not new-service connection or tap fees.
- The SAWS Developer Resources hub references the Development Portal for impact fee payments but does not publish a separate connection or tap fee schedule.
The connection / tap fee component is therefore captured separately from impact fees and is not enumerated on this page. A project owner should confirm any per-connection or per-meter-size cost directly with SAWS via the Developer Resources hub.
