Roadway impact fees in Round Rock are assessed under Texas Local Government Code Chapter 395. These fees are distinct from utility (water/wastewater) impact fees, which are administered under a separate program. This page covers roadway impact fees only.

Phase 4 Rates -- Final Plat After January 1, 2025

Authorized by Ordinance No. O-2023-378, approved November 16, 2023. Phase 4 rates apply to properties with a final plat recorded after January 1, 2025.

The roadway impact fee is calculated per service unit (su). A service unit is based on peak-hour traffic generation, road length, and national traffic standards -- it is not the same as a Living Unit Equivalent (LUE), which is used for utility impact fees. A single-family home is roughly four service units. The fee amount depends on the service area in which the property is located.

Roadway impact fees are due at building permit application.

Phase Schedule and Fee History

Round Rock's roadway impact fee schedule is structured in phases tied to the date the property's final plat was recorded. Phase 4 rates, effective January 1, 2025, represent a significant increase from prior phases.

Phases 1 through 3 are calculated as a percentage of the city's study maximum of $2,511 per base service unit (Phase 1 = 30% residential / 20% non-residential; Phase 2 = 45% residential / 25% non-residential; Phase 3 = 60% residential / 30% non-residential). Phase 4 rates were established under an updated analysis by Ordinance No. O-2023-378, approved November 16, 2023, and are not constrained by the original $2,511 maximum.

Properties subject to Phase 3 or earlier rates may have different obligations depending on final plat date. Verify with the City of Round Rock Transportation Department for any phase-determination questions.
