Development (Impact) Fees - ARS 9-463.05
Buckeye levies development (impact) fees under Arizona Revised Statutes 9-463.05. The current program was adopted by Resolution 04-25 on February 18, 2025 and took effect May 5, 2025, based on the TischlerBise Land Use Assumptions, Infrastructure Improvements Plan, and Development Fee Report (the Land Use Assumptions and IIP were adopted first by Resolution 77-24 on November 19, 2024). Non-utility fees (fire, library, parks and recreation, police, streets) are assessed per dwelling unit for residential and per 1,000 square feet for nonresidential, and several facilities vary by service area. Water and Wastewater Development Fees
Buckeye operates its own municipal water and wastewater utility (Water Resources Department). The ARS 9-463.05 water and wastewater development (capacity) fees are collected at building permit issuance and are assessed per dwelling unit by density and service area for residential, and per meter for nonresidential.
