Casa Grande, Arizona - City Development Fees

Casa Grande | City | Pinal County | Phoenix-Mesa-Chandler, AZ MSA (I-10 Sun Corridor between Phoenix and Tucson)

Casa Grande is a fast-growing city in Pinal County on the I-10 Sun Corridor between Phoenix and Tucson. The city publishes a single annual Consolidated Fee Schedule covering every department, and the dominant developer-facing charges on it are the land use application fees (zone changes, PAD zoning, site plans, plats, and variances) plus the Public Works engineering review and inspection fees. A 5 percent Technology Recovery Fee, capped at $750, is added to all permit and land use application fees and is easy to miss. Casa Grande also levies development impact fees under Arizona Revised Statutes Section 9-463.05 - zone-based wastewater and street fees - but the adopted rate schedule is not published on any official surface, so this page states that gap plainly rather than estimating a number. Citywide potable water is supplied by Arizona Water Company, an investor-owned utility regulated by the Arizona Corporation Commission and outside ZoneFee scope; the city sets water connection charges only for the small Copper Mountain Ranch Water System it operates directly. Arizona jurisdictions do not use Virginia-style cash proffers. This page presents the fee families captured from official City of Casa Grande sources. Verify current amounts with the City of Casa Grande Development Center before relying on them for any financial decision.

Water Meter Installation Fees (Copper Mountain Ranch Water System)

Source: City of Casa Grande FY 2025-2026 Adopted Consolidated Fee Schedule, effective July 1, 2025 (page 20). The only water connection charges the city itself sets are meter installation charges for the Copper Mountain Ranch Water System, the single water system Casa Grande operates directly. This scope is narrow by design - see the note below on citywide water supply.

Meter SizeInstallation Charge
3/4 inch$149.50
1 inch$258.75
1.5 inch$603.75
2 inch$787.75
Larger than 2 inchWith the approval of the City Engineer, only

The charges above are for installation only; the meter itself is charged at actual cost. Authority: Copper Mountain Ranch Water Company (city-operated water system).

Scope note. Citywide potable water in Casa Grande is supplied by Arizona Water Company, an investor-owned utility whose connection charges are filed with the Arizona Corporation Commission, not set by the city - out of ZoneFee scope. The city administers sanitary sewer collection but publishes no one-time sewer tap or connection fee; the Consolidated Fee Schedule carries only monthly wastewater rates (single family $33.70; outside city limits $50.56; multifamily $20.96 per unit; commercial/industrial base $17.82 + $3.34 per 1,000 gallons), pretreatment and industrial-user permit fees, hauled septage rates, and a "Sewer Disconnect/Reconnect Fee: Actual Cost." Sewer capacity recovery runs through the zone-based wastewater impact fee, which is unpublished (see coverage notes).

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed on this page with a fixed fee amount traceable to a dated or byte-stable official source document. They are disclosed here rather than estimated, paraphrased from a non-official source, or omitted silently. These items remain under limited-coverage review until these gaps are closed.

Impact Fees - administered but unpublished

This is the defining fact about Casa Grande's fee picture, and it is stated plainly. Casa Grande does levy development impact fees under Arizona Revised Statutes Section 9-463.05 through an adopted Infrastructure Improvements Plan. The 2024 biennial certified audit performed under A.R.S. 9-463.05(G)(2) tests receipts against the authorized IIP schedule and names zone-based wastewater impact fees (Zone A and Zone B) and street impact fees by finding exceptions against them. The program is real and audited. The adopted rate schedule itself, however, is not published in any fetchable official document: it is absent from the 21-page Consolidated Fee Schedule, absent from the city sitemap (only annual-report and biennial-audit pages exist, neither a rate schedule), and the city's own impact-fee document folders hold only Development Impact Fee Forms A-E plus a stale 2019 estimate. Five substitute paths were exhausted on 2026-07-23 without recovering a current rate table. ZoneFee does not estimate a rate. Developers obtain a project-specific number through Development Impact Fee Form A (Non-Binding Impact Fee Estimate) from the Casa Grande Development Center. This gap will be re-opened when the city publishes a current rate table or an adopting fee ordinance.

Special District Fees

Casa Grande publishes no per-application special-district fee. Arizona community facilities districts (ARS Title 48, Chapter 4, Article 6) and improvement districts recover formation cost through the district itself and the development agreement, not a standardized city application fee. A full-text scan of the 21-page Consolidated Fee Schedule, a 685-location sitemap harvest, and the City Fee Schedule index page found no such fee. Closed-search outcome: this fee family is not administered by this jurisdiction. Re-open if the city adopts a CFD or improvement-district application fee.

Proffers

Arizona jurisdictions do not use cash proffers (a Virginia/Maryland conditional-zoning mechanism under Virginia Code Section 15.2-2303.4 with no Arizona counterpart). Arizona developer-side capital contributions run through ARS 9-463.05 development fees and development agreements. Closed-search outcome: this fee family does not apply to this jurisdiction.

Building permit and sewer connection fees

Building permit and inspection fees, while administered by the Development Center, were not transcribed as a fixed schedule for this page. No one-time sewer tap or connection fee is published; the Consolidated Fee Schedule carries only monthly wastewater rates and related permit charges. Consult the Consolidated Fee Schedule or the Development Center for these items.
