Mesa, Arizona - City Development Fees
Mesa | City | Maricopa County | Phoenix-Mesa-Chandler, AZ MSA
Mesa is the third-largest city in Arizona and the largest city in the East Valley submarket of Maricopa County, located east of Phoenix in the Phoenix-Mesa-Chandler metropolitan area. The City of Mesa Development Services Department administers building permit, plan review, civil engineering, and sign permit fees through its Schedule of Fees and Charges (Updated for July 2026, authorized under Mesa City Code Section 4-1-8). The Planning Division administers zoning, rezoning, site plan, subdivision, special use permit, and variance fees through a separate Planning Schedule of Fees and Charges (Updated for July 2026). Mesa's only remaining ARS 9-463.05 development impact fee is the Public Safety impact fee; water and wastewater capacity is charged through the Water and Wastewater Capacity Fee (Ordinance No. 5970, effective January 1, 2026) under ARS 9-511 and 9-511.01. Utility Service fees are governed by Ordinance No. 5902 (effective February 1, 2025). Verify current amounts with the City of Mesa before relying on them. For East Valley peer jurisdictions see Gilbert and Scottsdale, or return to the Arizona fee coverage index.
Updated 2026-11-04
Updated 2026-11-04: the Water and Fire impact fee tables were removed. The City's capacity fee FAQ states that the wastewater impact fee ended in June 2023 and the water impact fee ended in December 2024, and that Public Safety is the only remaining impact fee. Water and wastewater capacity fees by meter size (Ordinance No. 5970, effective January 1, 2026) replace the earlier news-sourced ranges, the rezoning rows (Downtown vs all other districts) were corrected, and planning and development services amounts were re-checked against the July 2026 schedules.
Earlier versions of this page used the 6/30/2025 impact fee schedule and the July 2025 / December 2025 fee schedules. See corrections to report other errors.

Water and Wastewater Capacity Fees (Ord. 5970, MCC 8-10-13, effective January 1, 2026)
City of Mesa Ordinance No. 5970 (adopted December 1, 2025; effective January 1, 2026) established the Water and Wastewater Capacity Fee under ARS 9-511 and 9-511.01, separate from impact fees under ARS 9-463.05. It applies to building permit applications filed on or after January 1, 2026 that request a new or upsized water meter, and is paid before the meter is set. Upsizing pays only the difference between meter sizes, and irrigation-only meters are exempt from the wastewater portion. For 0.75-inch and 1-inch meters a 50% phase-in applied to complete applications filed through June 30, 2026; that discount has ended and the full amounts below apply to applications filed on or after July 1, 2026. Amounts are from Ordinance No. 5970 Table 1 as attached to the City Council agenda item (Legistar matter 25-0998, an unsigned copy); the same amounts appear in Table 8 of the City's Capacity Fees Study, and the City's capacity fee page confirms the adoption and effective dates. The water impact fee ended in December 2024 and was replaced by these capacity fees.

Coverage Notes - What This Page Does Not Cover
Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed via confirmed standalone fee amounts on this page. They are disclosed here rather than estimated or omitted silently.
Special District Fees (Community Facility Districts)
Mesa has active Community Facility Districts (CFDs) - including Eastmark CFD No. 1, Cadence CFD, and others - which are assessment-based financing mechanisms used by developers to fund infrastructure (parks, roads, water, sewer, street lights, landscaping) in specific development projects. However, these are district-level assessment mechanisms on property owners within the district boundary, not city-administered developer application fees assessed at the time of permit or approval. No city-levied CFD developer application fee schedule surfaced in the Development Services fees PDF, Planning fees PDF, or Citywide Schedule of Fees and Charges. CFDs in Arizona are formed by petition under ARS Title 48 Chapter 4 (Community Facilities District law) and administer their own assessments independently of the City fee schedule. Closed-search outcome: this fee family is not administered by the City of Mesa as a city-levied developer application fee.
Proffers
Arizona jurisdictions do not use cash proffers (a Virginia conditional-zoning mechanism codified under Virginia Code Section 15.2-2303/2303.4; it has no Arizona counterpart). Developer-side capital contributions in Mesa occur through the impact fees (ARS 9-463.05), the Water and Wastewater Capacity Fees (ARS 9-511/9-511.01, Ord. 5970), and the platting, zoning, site plan, building permit, and utility connection fees captured above. Closed-search outcome: this fee family does not apply to this jurisdiction.
