Public School and Library Impact Fees - FY27 Schedule

Statutory authority: Section 9J of Article 25 of the Annotated Code of Maryland (state enabling); Frederick County Development Impact Fee Ordinance (originally effective July 1, 1993; Library Impact Fees added January 1, 2001); County Code Section 1-22 (administration); Section 1-22-3(E)(2) (no-net-increase-in-dwelling-units exemption). The Ordinance applies countywide including within each incorporated municipality. Mobile Homes are considered Single Family Detached. Payment timing (County sheet dated October 1, 2026): Effective October 1, 2026, Maryland Senate Bill 325 (SB 325), the Maryland Housing Certainty Act, enacted as Chapter 590 of the Laws of Maryland 2026, changes the timing for the assessment and collection of certain development impact fees applicable to residential dwelling permit applications. For permit applications submitted on or after October 1, 2026, the development impact fee will instead be assessed and collected at the final inspection stage. Specifically, the impact fee will be assessed and collected no more than 30 days before the scheduled final inspection date, and payment of the impact fee will be a precondition to conducting the final inspection. Impact fees will be generated prior to the final inspection at the current rate at the time of the final inspection. Administered by: Frederick County Division of Permits and Inspections (collection); Division of Planning and Permitting (program administration).

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were not fully closed via verified primary sources (source review 2026-05-08, updated 2026-11-04). They are disclosed here rather than estimated or omitted silently.

Zoning, Subdivision, Site Development, and Building Permit Fees (Fee Schedule effective July 1, 2026)

The Fee Schedule effective July 1, 2026 is published on the Division of Permits and Inspections Permitting Fees landing (frederickcountymd.gov/7998/Permitting-Fees) as a 33-page, text-readable PDF (SHA-256 7d28f671..., reviewed 2026-11-04). Zoning review fees: $88.00 for each new dwelling unit; $57.00 for other residential uses; $208.00 for the principal nonresidential use of a property; $57.00 for all other nonresidential uses; $33.00 for business license requests. A $33.00 filing fee applies to all new permit and zoning certificate applications. A Zoning Map Amendment (individual piecemeal request or floating zone reclassification) is $3,002.00 plus $26 per acre, and a Board of Appeals variance is $758.00. Building, plumbing, mechanical, subdivision and site development amounts from the same schedule have not yet been entered on this page; check the schedule directly for those items.

Utility Tap Fees

Frederick County Division of Utilities and Solid Waste Management administers public water and sewer in unincorporated areas, separately from the Department of Permits and Inspections fee namespace. Incorporated municipalities (Frederick City, Brunswick, Thurmont, Walkersville, Mt. Airy, Emmitsburg, Middletown, Myersville, New Market, Rosemont, Woodsboro) have independent utility-fee regimes. Following the Howard County and Montgomery County precedents, tap and connection charges are not in the DPP / Planning namespace. Future Lane E authority record creation pending at frederickcountymd.gov/utilities or equivalent. Closed-search outcome: not administered by this jurisdiction.

Proffers

Maryland jurisdictions do not use Virginia-style cash proffers. Va. Code Section 15.2-2303 has no Maryland counterpart. Maryland substitutes Adequate Public Facilities Ordinance (APFO) mitigation and statutory development impact fees per Article 25 Section 9J of the Annotated Code of Maryland. Same closure as Howard County MD and Montgomery County MD. Closed-search outcome: this fee family does not apply to this jurisdiction.

APFO Transportation Impact Tax / Adequate Public Facilities Ordinance Mitigation

Frederick County's APFO is administered separately from the development impact fee schedule captured here. APFO mitigation is a separate program under Maryland Article 25 and was not enumerated in this source review. A future ZoneFee source review will target the Frederick County Code APFO chapter and the current Approved Budget appendix for any APFO-related transportation impact tax.

Special District Fees

Probed /search?searchPhrase=community+development+authority - no results. Probed /sitemap.xml - no /community-development-authority, /CDA, or special-district fee endpoints surfaced. Doctrinally consistent with Howard County MD and Montgomery County MD: Maryland counties' development-side fee namespace lives in the Department of Permits and Inspections fee schedule and the statutory development impact fee (Article 25 Section 9J); county-administered CDA / TIF / special-tax-district programs do not impose a separate development-side one-time fee for permit issuance. Lake Linganore-area assessment districts and Urbana-area special taxing districts levy recurring property-tax surcharges, not development-side one-time fees, and are out of scope for ZoneFee's developer-fee inventory. Closed-search outcome: this fee family does not apply to this jurisdiction.
