System Development and Transportation Development Fees

North Carolina does not authorize classic impact fees, but the Town of Cary charges utility system development fees under North Carolina General Statutes Chapter 162A, Article 8 (codified authorization Cary Code Sec. 36-6), plus transportation development fees under Land Development Ordinance Sec. 7.11. Both are collected at building-permit issuance.
