Pittsboro, North Carolina - Town Development Fees

Town of Pittsboro | Chatham County (county seat) | Western Research Triangle | US-15/501 / Chatham Park megasite

Pittsboro is the county seat of Chatham County in central North Carolina, on the US-15/501 corridor at the western edge of the Research Triangle and the site of the roughly 7,000-acre Chatham Park development and the VinFast / Wolfspeed industrial corridor. The dominant development charge in Pittsboro is the water and sewer System Development Fee. The Town of Pittsboro Water System is operated by TriRiver Water (the City of Sanford's regional utility) and levies these System Development Fees under NCGS Chapter 162A, Article 8 in place of impact fees, charged by meter size. Pittsboro is a separate cost center from Sanford, and its System Development Fees are materially higher, consistent with the capacity demand of Chatham Park growth. The Town also administers a schedule of rezoning, conditional rezoning, special use permit, site plan, and subdivision plat fees through its Planning & Development function. North Carolina does not authorize local impact fees (the System Development Fee replaces them) or Virginia-style cash proffers. All amounts below are drawn from the Town of Pittsboro FY 2026/2027 Development Fees Schedule and the TriRiver Water Area 3 / Area 4 - Pittsboro Rates & Fees schedule, effective July 1, 2026. Verify current amounts with the Town of Pittsboro before relying on them.

Water and Sewer System Development Fees

Source: TriRiver Water Area 3 / Area 4 - Pittsboro Rates & Fees (Town of Pittsboro Water System), effective July 1, 2026. This is the highest-value block on the page for a developer. The Town of Pittsboro Water System is operated by TriRiver Water, the City of Sanford's regional utility, but Pittsboro is a separate cost center: its System Development Fees are dramatically higher than Sanford's ($15,500 combined at 3/4-inch here, versus Sanford's $2,969.90), consistent with Chatham Park growth-driven capacity cost. It recovers water and sewer capacity through North Carolina General Statutes Section 162A-205 System Development Fees charged by meter size, not through an impact fee. Water and sewer are charged separately. Developer-side one-time fees (System Development Fee plus tap plus meter set) are identical across the Pittsboro Area 3 and Area 4 schedules; only monthly volumetric usage rates differ between the areas.

System Development Fees by meter size (water and sewer charged separately)

Meter Size (capacity ratio) Water Wastewater Combined
1/2 inch & 3/4 inch (1.0)$8,000$7,500$15,500
1 inch (1.7)$13,600$12,750$26,350
1 to 1.5 inch (3.3)$26,400$24,750$51,150
2 inch (5.3)$42,400$39,750$82,150
3 inch (16.7)$133,600$125,250$258,850
4 inch (33.3)$266,400$249,750$516,150
6 inch (53.3)$426,400$399,750$826,150
8 inch (93.3)$746,400$699,750$1,446,150
10 inch (183.3)$1,466,400$1,374,750$2,841,150

A standard single-family connection uses a 3/4-inch meter: water $8,000 plus sewer $7,500, a combined $15,500 - the highest single-family System Development Fee in ZoneFee's North Carolina set. These are TriRiver Water Area 3 / Area 4 - Pittsboro figures; the developer-side System Development Fees are identical across the two Pittsboro areas. On the source page the combined column rendered two cell typos (the 3-inch and 10-inch rows); the combined values shown here are the arithmetic sums of the clean per-column Water and Wastewater System Development Fees, which are authoritative.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were either closed by official-source review as not administered, or deferred to the cited source rather than estimated or omitted silently. These items remain under limited-coverage review until these gaps are closed.

Impact Fees

North Carolina repealed local impact-fee authority. S.L. 2017-138 (the Public Water and Sewer System Development Fee Act, NCGS Chapter 162A, Article 8) replaced water and sewer impact fees with statutorily-governed System Development Fees, and North Carolina has no general-purpose municipal impact-fee enabling statute. Pittsboro's capacity charges are therefore the meter-based TriRiver Water System Development Fees captured above - the System Development Fee is the capacity charge. The "Traffic Impact Analysis $5,280" line on the Town schedule is a review fee, not an impact fee. Closed-search outcome: this fee family is not administered by this jurisdiction as a distinct impact fee.

Special District Fees

Pittsboro publishes no per-application special-district fee. North Carolina municipal service districts (NCGS Chapter 160A, Article 23) are established by council resolution and funded by a district property-tax levy, not a developer application fee. The Chatham Park development operates under a Master Plan / development-agreement framework rather than a published per-application district-fee instrument. Closed-search outcome: this fee family is not administered by this jurisdiction.

Proffers

North Carolina does not use Virginia-style cash proffers. Cash proffers are a Virginia and Maryland conditional-zoning instrument (Virginia Code Section 15.2-2303.4) with no North Carolina counterpart; NC conditional zoning is governed by NCGS Section 160D-703 and does not support that kind of monetary exaction. Closed-search outcome: this fee family does not apply to this jurisdiction.
