Impact Fees

Source: City of Bastrop Water and Wastewater Tap and Impact Fee form (Ordinance 2025-08) and Roadway Impact Fee Ordinance 2023-38 (codified Municode Chapter 13.12, sections 13.12.094-095). Bastrop operates its own water and wastewater utility and levies water, wastewater, and roadway impact fees per service unit under Texas Local Government Code Chapter 395.

A service unit represents the demand of one standard connection; the water and wastewater impact fees scale by meter service-unit multiplier (5/8" x 3/4" = 1.0, 1" = 2.5, 1.5" = 5, 2" = 8, 3" = 16, 4" = 25, 6" = 50, 8" = 80, 10" = 115). The roadway impact fee is assessed at a maximum of $2,349.00 per service unit in Service Area A and $1,414.00 in Service Area B, but is collected at a phased rate: the operative collection tier for plats from 12/13/2025 through 12/12/2026 is $1,996.65 (Area A) and $1,201.90 (Area B), rising to the full maximum for plats on or after 12/13/2026. These capital-recovery impact fees are distinct from the utility's own tap and connection charges below.

Zoning and Plat Application Fees

Bastrop's Unified Development Code uses a Concept Scheme / Planned Development Amendment structure rather than a distinct "rezoning" or "special use permit" line item. Water and Sewer Tap Fees

Authority: City of Bastrop Water and Wastewater Department. Outside-city rates run approximately $100.00 higher per size (connection $400, 1" $500, 2" $2,050, 3" $2,550, 4" $3,550). Wastewater taps larger than 4 inch are charged at cost plus 25%.

Special District Fees

Source: City of Bastrop FY2025 Master Fee Schedule. Unlike most Texas cities, Bastrop publishes an explicit city-administered special-district creation application fee. This is a one-time developer-side cost to petition the City for district creation, distinct from ongoing district assessments, which are levied by the district and are not a city fee schedule item.

Authority: City of Bastrop Planning and Development. The $26,256.00 application fee (plus professional fees) covers municipal utility district, public improvement district, special utility district, and water control and improvement district formation petitions. Ongoing district assessments remain outside the city fee schedule and are levied by the district itself.

An older standalone master-fee-schedule document on the City's primary website is no longer reachable after a reorganization of the City's online document library, so the byte-stable official copy used here is the City's government-cloud meetings document copy. Separately, the roadway impact fee amounts trace to Ordinance 2023-38 (effective 12/12/2023); a later ordinance may amend the roadway impact-fee code and service-area map, which could supersede the tables shown here. The amounts above were re-confirmed present at review, but because a newer roadway schedule could exist, developers should re-verify the roadway amounts and the current master fee schedule directly with the City before relying on them.
