Roadway Impact Fees (2025 RIF Study; by roadway service area)
Administered by: City of Celina Engineering. The roadway impact fee is assessed per development unit by roadway service area, using the PM-peak trip rate multiplied by trip length multiplied by the adopted cost per vehicle-mile (Single-Family Detached: PM trip rate 0.94, trip length 4.895 miles). Water and Sewer Tap / Connection Fees
Celina does not publish a separate one-time developer water or sewer tap fee schedule. The City's developer-side water and wastewater capital recovery is administered as the Water and Wastewater Impact Fees (per meter size) shown in the Impact Fees section above. The Master Fee Chart Utility Rates and Charges section publishes only ongoing monthly water and sewer service rates plus a refundable Water Deposit ($200 per residential living unit), and the Building Permit section cross-references "Capital Recovery Fees: If/When applicable" and "Impact Fees: See Impact Fee chart." Recurring monthly retail water and sewer service rates are out of ZoneFee scope, since recurring operating costs are not development fees. Special Districts and County Overlap
Celina is primarily within Collin County (city hall in Collin County) and straddles into Denton County in its western portions, the same Collin/Denton-line pattern as neighboring Prosper and Frisco. The county straddle has not been verified from official city-limits GIS by ZoneFee.
Celina makes heavy use of Public Improvement Districts (PIDs) to finance master-planned-community infrastructure.
