Impact Fees

Cibolo levies water and wastewater development impact fees under Texas Local Government Code Chapter 395, both stated "if applicable" and collected at the water/wastewater tap. Wastewater treatment is provided regionally by the Cibolo Creek Municipal Authority (CCMA); a separate CCMA fee is assessed with the wastewater tap in addition to the City's Wastewater Impact Fee.

The Water Impact Fee ($1,839.00) and Wastewater Impact Fee ($873.00) are one-time capital-recovery fees under Chapter 395, distinct from monthly water and wastewater rates and from the physical tap and connection charges below. The CCMA Fee ($1,800.00) is a regional wastewater charge levied by the Cibolo Creek Municipal Authority and is collected with the wastewater tap in addition to the City's own Wastewater Impact Fee.

Zoning and Plat Application Fees

Fees are based on three rounds of review (a fourth round adds 50%, and each round thereafter adds 25%), and a consultant actual-cost pass-through applies.

Authority: City of Cibolo Planning and Public Works. The zoning and development fees escalate by land area - CUP and Zoning Change $1,500 + $100/acre (capped at $5,000), PUD $3,000 + $100/acre - and plats range from $1,500 for a minor, amended, or development plat to $2,000-$2,500 plus per-lot or per-acre charges for preliminary and final plats. All fees carry a consultant actual-cost pass-through and are based on three review rounds.

Water and Sewer Tap Fees

These one-time connection (tap) and meter-installation charges are the utility's own costs and are distinct from the water and wastewater impact fees above and from monthly rates.

Authority: City of Cibolo Utilities. Water Taps are $750 for a short service (main on the same side of the street) or $1,850 for a long service, plus meter and supply cost (quoted at cost + 10%). Wastewater Taps are $1,950 for 6 feet deep or less, plus $400 per foot beyond 6 feet, plus a $30 administrative fee. The separate $1,800 CCMA regional-wastewater fee is recorded under Impact Fees above. Meter installation ranges from $80 to $320 by size plus meter cost, and a Water Acquisition Fee ($9-$144 by LUE and meter size) is also charged at connection. Service deposits and monthly volumetric rates are billing charges, not development fees, and are excluded here.

CCMA regional wastewater fee

Wastewater treatment for Cibolo is provided regionally by the Cibolo Creek Municipal Authority (CCMA). A CCMA fee of $1,800.00 is assessed with the wastewater tap in addition to the City's own Wastewater Impact Fee of $873.00. Both are shown in the impact fee section above. Developers should confirm the current CCMA fee and how it is applied to a specific connection directly with the City and CCMA.

Special district fees
