College Station, Texas - City Development Fees

College Station | City | Brazos Valley | College Station-Bryan, TX MSA | Brazos County | Texas A&M University

College Station is the larger of the Bryan-College Station twin cities in the Brazos Valley and home to Texas A&M University. The City of College Station Planning and Development Services Department administers all developer-side fees through a single consolidated document, the PDS Fee Schedule (FY27, updated September 30, 2026). That schedule covers Texas Local Government Code Chapter 395 impact fees (water, wastewater, and roadway), parkland dedication, planning and engineering application fees, building permits, water and sewer service connection fees, and Municipal Utility District petition fees. The Planning and Development Services office is at 1101 Texas Avenue, College Station, TX 77840.

Updated 2026-11-04: FY27 fee schedule

Updated 2026-11-04: planning and engineering, building permit, water and sewer connection, and MUD petition amounts on this page were replaced with the FY27 Planning and Development Services Fee Schedule (updated September 30, 2026). Earlier figures were from the FY2026 schedule. Water, wastewater and roadway impact fees and parkland dedication are unchanged. The roadway impact fee table column labels were also corrected to match the schedule.

The FY27 schedule prints no separate effective date. Confirm amounts with the FY27 PDS Fee Schedule before relying on them, and see corrections to report other errors.

Roadway Impact Fees (effective March 1, 2022; rate table January 1 - December 31, 2026)

The roadway impact fee equals the number of development units times the impact fee per development unit, which varies by ITE land-use category and Roadway Service Area (A, B, C, or D). Representative residential rates per dwelling unit are below; the full ITE land-use category table (residential and non-residential) is in the source PDF (pages 9-11). The schedule splits Service Area B into two columns: one headed "Platted Prior to 1/1/2022" and a second whose heading is not printed on the schedule. Service Areas C and D share one value. The rate table is labelled effective January 1 through December 31, 2026; no 2027 table had been published as of 2026-11-04.

Special District Fees - Municipal Utility District Petitions

Source: City of College Station FY27 PDS Fee Schedule PDF (SHA-256 ee44607e...; page 1, updated September 30, 2026), re-verified 2026-11-04. The City-administered developer-facing special-district fees are the Municipal Utility District (MUD) petition fees under Texas Local Government Code.

ItemFee
MUD - Petition to Create District$41,968
MUD - Petition to Acquire / Annex Land$41,968

These are the one-time petition fees a developer pays the City to initiate a Municipal Utility District. Ongoing MUD or PID district-level assessments and Tax Increment Reinvestment Zones are administered by those districts or are tax-roll and financing mechanisms, not City development application fees.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed via confirmed fee amounts on this page. They are disclosed here rather than estimated or omitted silently.

Proffers

Texas jurisdictions do not use Virginia-style cash proffers. Virginia Code Section 15.2-2303 has no Texas counterpart. College Station's developer-side capital contributions occur through impact fees (water, wastewater, roadway), parkland dedication, platting and zoning application fees, building permits, and utility connection fees. Closed-search outcome: this fee family does not apply to this jurisdiction.

Full ITE Roadway Impact Fee Table and Trade-Permit Itemization

The Roadway Impact Fee program rate table lists every ITE land-use category by service area; this page shows representative residential rows plus selected non-residential examples. The full table and the complete trade-permit (electrical, plumbing, mechanical) and miscellaneous-permit itemization are in the FY27 source PDF (SHA-256 ee44607e...) but are summarized rather than enumerated row by row here. Closed-search outcome: representative figures captured; full category tables in source.

County FIPS, Adjacency, and PID / TIRZ Overlays

The Brazos County and College Station place FIPS codes, the adjacent-jurisdiction list (Bryan and unincorporated Brazos County), and any active College Station PID or TIRZ overlays have not yet been researched and are not published on this page rather than estimated. PID and TIRZ overlays are financing and assessment mechanisms rather than City development application fees; the City-administered MUD petition fee above closes the special-district fee family. These are geographic-context and transparency enhancements and do not affect any fee figure above.
