Heath, Texas - City Development Fees

Heath | City | Rockwall County | Dallas-Fort Worth-Arlington MSA (Lake Ray Hubbard east shore, FM-740 / FM-549)

Heath is a home-rule city in Rockwall County on the eastern shore of Lake Ray Hubbard, along FM-740 and FM-549 south of the City of Rockwall, in the Dallas-Fort Worth-Arlington metroplex. Unlike many MUD-financed exurban Texas cities, Heath operates its own retail water and sewer system, so it levies citywide Chapter 395 water, sewer, and roadway impact fees directly under Ordinance 200310A. The City publishes a single consolidated Master Fee & Rate Schedule (Fiscal Year 2026-2027, effective October 1, 2026) covering land use applications, building permits, impact fees, park development, stormwater, and utility and meter charges. The figures below are drawn from that schedule. As noted in the coverage notes, larger and non-residential impact fee rates are set by the underlying Impact Fee Study rather than printed as flat lines, and Heath's water and sewer connection cost is a combination of impact fees and meter hardware charges. Verify current amounts with the City of Heath before relying on them.

Impact Fees

Source: City of Heath Master Fee & Rate Schedule, Impact Fees section (Fiscal Year 2026-2027, effective October 1, 2026), Ordinance 200310A. Heath operates its own retail water and sewer system and levies water, sewer, and roadway impact fees under Texas Local Government Code Chapter 395, with rates set by the adopted Impact Fee Study. Dollar amounts are printed for the common residential meter sizes below; larger and non-residential rates are set by the Study.

Impact FeeAmount
Water Impact Fee - 3/4" meter$2,087.00
Water Impact Fee - 1" meter$3,478.00
Sewer Impact Fee - with 3/4" water meter$3,940.00
Sewer Impact Fee - with 1" water meter$6,567.00
Roadway Impact Fee - per residential unit$2,419.07
Roadway Impact Fee - non-residential; water & sewer for meter sizes not listedRate set by Impact Fee Study
Meter Pass Through FeeCost of meter + 20% markup (+ meter-can replacement if required)

The water and sewer impact fees are capital-recovery fees keyed to the water meter size; the 3/4-inch and 1-inch residential tiers are printed on the schedule, while other meter sizes and non-residential roadway are set by the underlying Impact Fee Study. The roadway impact fee assessed on a residential development is $2,419.07 per residential unit multiplied by the number of units. These Chapter 395 impact fees are distinct from the utility's own meter and connection charges below.

Zoning and Plat Application Fees

Source: City of Heath Master Fee & Rate Schedule, Land Use Applications, Variance Requests, and Platting sections (Fiscal Year 2026-2027, effective October 1, 2026). The zoning, variance, and plat application fees below are captured from that adopted schedule.

Application TypeFee
Request for Zoning Change$1,200.00
Conditional Use Permit$1,200.00
Site Plan Review$1,200.00
Board of Adjustment Appeal / Variance / Special Exception$850.00
Comprehensive Plan Amendment$500.00
Concept Plan$500.00
Variance (fence, parking, lighting, subdivision regulations, other)$400.00
Preliminary Plat / Final Plat$1,500.00 + $25.00 per acre
Short-Form Plat (less than 5 acres)$750.00 + $25.00 per lot
Replat or Amending Plat / Vacating Plat$750.00 + $25.00 per acre

Authority: City of Heath Planning & Development. The fees above confirm the zoning and platting fee family for this jurisdiction. Planned development zoning runs through the zoning-change process (a Zoning Change Application with Planned Development Checklist) rather than a separate flat PD application fee. Notice-publication and second-meeting development review surcharges also apply and are not itemized on this page.

Water Tap and Utility Connection Fees

Source: City of Heath Master Fee & Rate Schedule, Impact Fees and Utility sections (Fiscal Year 2026-2027, effective October 1, 2026); utility deposits under Ordinance 090120. Heath operates its own retail water and sewer utility. Most of a new connection's capital cost is captured by the Chapter 395 water and sewer impact fees above; the distinct one-time meter and connection hardware charges the City levies are shown below and are separate from those impact fees.

ConnectionFee
Meter Pass Through Fee (water meter set)Cost of meter + 20% markup (+ meter-can replacement if required)
Installation & Accessory Fee - 3/4" meterActual cost + 20% admin and stocking
Installation & Accessory Fee - 1" meterActual cost + 20% admin and stocking
Temporary Utility Deposit$500.00
Utility Service Deposit - Water/Sewer/Garbage (Ord. 090120)$325.00
Utility Service Deposit - Water/Garbage (Ord. 090120)$250.00
Reconnect Fee - business hours / after hours$50.00 / $100.00

Authority: City of Heath Public Works & Utility Services. Because the meter charges are cost-plus rather than a flat per-size tap fee, the one-time connection hardware cost varies with meter size and field conditions. The capital cost of extending service is captured chiefly by the Chapter 395 water and sewer impact fees above; the deposits are refundable account deposits, not development fees. Monthly water and sewer service rates and volumetric charges are recurring billing charges, not development fees, and are excluded here.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were either not itemized in full on this page or are not administered by this jurisdiction. They are disclosed here rather than estimated, paraphrased from a non-official source, or omitted silently. These items remain under limited-coverage review until any remaining gaps are closed from official sources.

Currency caveat

The impact fees, zoning and plat application fees, and utility connection charges on this page derive from the City of Heath Master Fee & Rate Schedule (Fiscal Year 2026-2027, effective October 1, 2026). Fee schedules change. The posted adopting ordinance (No. 260811C) does not include its Exhibit A, so the amounts on this page rest on the City's HTML Master Fee & Rate Schedule page. Confirm current amounts directly with the City of Heath before relying on them.

Impact fee study-set rates

The Master Fee & Rate Schedule prints impact fee dollar amounts for the common residential meter sizes (water 3/4-inch $2,087.00 and 1-inch $3,478.00; sewer $3,940.00 and $6,567.00; roadway $2,419.07 per residential unit). Larger and commercial meter sizes, and the non-residential roadway impact fee, are shown as "Rate set by Impact Fee Study" rather than as flat schedule lines. Developers with a larger meter or a non-residential project should request the adopted Impact Fee Study amounts directly from the City.

Utility connection scope

Because Heath runs its own water and sewer utility, the total capital cost of a new connection is a combination of the Chapter 395 water and sewer impact fees, the Meter Pass Through Fee (cost of meter plus 20%), and the meter Installation and Accessory Fee (actual cost plus 20%). There is no single flat "water tap" dollar line on the schedule; the impact-fee-versus-meter-cost split is presented above.

Special district fees

No public improvement district (Local Government Code Chapter 372) or municipal utility district (Water Code Chapter 54) assessment line appeared anywhere on the City's 6-page FY 2025-2026 fee schedule reviewed in August 2026. Heath provides its own retail water and sewer service, and PID or MUD assessments, where they exist, are levied and collected by the district itself, not through a standardized City fee. The schedule's Lake Ray Hubbard "take area" residential sublease charge (under the 2004 interlocal lease with the City of Dallas) is a lakeshore-lease fee, not a special-assessment-district fee. Closed-search outcome: this fee family is not administered by this jurisdiction.

Proffers

Cash proffers are a Virginia statutory instrument under Virginia Code Section 15.2-2303.4 with no Texas counterpart. Texas exactions run through Local Government Code Chapter 212 (subdivision and development) and Chapter 395 (impact fees); Heath's water, sewer, and roadway impact fees sit under Chapter 395. Closed-search outcome: this fee family does not apply to this jurisdiction.
