Hurst, Texas - City Development Fees

Hurst | City | Tarrant County | Dallas-Fort Worth-Arlington MSA (SH-10 / SH-183, NE Tarrant "Mid-Cities" / HEB)

Hurst is a fully built-out inner-ring home-rule suburb in northeast Tarrant County, part of the Hurst-Euless-Bedford (HEB) "Mid-Cities" between Fort Worth and Dallas along State Highways 10 and 183. Hurst is a City of Fort Worth water and wastewater wholesale customer, and its Texas Local Government Code Chapter 395 water and wastewater impact fees expressly bundle the required Fort Worth wholesale pass-through into each total. The impact fees and water meter fees below come from the City schedule effective January 1, 2023, adopted by Ordinance No. 2524. The figures are drawn from that official document. Verify current amounts with the City of Hurst before relying on them.

Impact Fees

Source: City of Hurst Water and Wastewater Impact Fees (Includes required Fort Worth fees), effective January 1, 2023, adopted by Ordinance No. 2524. Hurst levies water and wastewater impact fees under Texas Local Government Code Chapter 395, scaled by water meter size. Because Hurst buys water and wastewater service wholesale from the City of Fort Worth, each total below is the sum of a City of Hurst component and a required City of Fort Worth pass-through component.

Meter sizeTotal Water Impact FeeTotal Wastewater Impact Fee
5/8" x 3/4"$3,273$3,002
1"$7,111$6,504
1 1/2"$14,207$12,996
2"$22,734$20,796
3"$56,007$51,123
4"$95,826$87,454
6"$201,542$183,876
8"$380,700$347,920

The water and wastewater impact fees are capital-recovery fees keyed to the water meter size; the combined total at a standard 5/8 by 3/4-inch residential meter is $3,273 for water plus $3,002 for wastewater. The Fort Worth wholesale pass-through is a distinctive feature of Hurst's schedule and is already included in each total shown. These impact fees are distinct from the water meter fees below; a new connection pays both.

Water Meter Fees

Source: City of Hurst Water and Wastewater Impact Fees schedule (effective January 1, 2023), Water Meter Fees. These are the charges to set a water meter for new service. They are separate from the Chapter 395 impact fees above.

Meter sizeDomesticIrrigation
5/8" x 3/4"$185$185
1"$245$245
1 1/2"$1,360$855
2"$1,570$990
3"$1,980$1,265
4"$3,390$2,395
6"$5,800$5,100
Fire Hydrant Fee$1,000

Authority: City of Hurst Public Works (Engineering and Utilities). The schedule labels these charges "Water Meter Fees" - the cost to set a meter for new service - rather than classic tap or bore fees; separate sewer-tap line items are not enumerated on the schedule, consistent with Hurst's Fort Worth wholesale arrangement. Water use deposits are set by the City's Water Billing Department. Monthly water and sewer service rates are recurring billing charges, not development fees, and are excluded here.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were either not itemized in full on this page or are levied outside the City fee schedule. They are disclosed here rather than estimated, paraphrased from a non-official source, or omitted silently. These items remain under limited-coverage review until any remaining gaps are closed from official sources.

Currency caveat

The impact fees and water meter fees on this page derive from the City of Hurst Water and Wastewater Impact Fees schedule, effective January 1, 2023, adopted by Ordinance No. 2524. Fee schedules change. A separate 2025 ordinance changed monthly utility rates rather than these impact fees. Confirm current amounts directly with the City of Hurst before relying on them.

Zoning and plat application fees

Hurst does administer zoning, plat, and planning fees, but the only zoning-fee document located in official sources is a "Master Fee Schedule - Planning and Building Inspections" explicitly labeled as proposed for FY 2025-2026. Under ZoneFee's currency rule, a proposed schedule with no adoption date or ordinance is non-operative and cannot anchor a confirmed fee family, so specific zoning and plat amounts are not published here. Closed-search outcome: not published via official sources in adopted form. This family will be added once the City publishes an adopted schedule.

Special district fees

No city-administered special-district (Public Improvement District or tax increment financing) one-time development fee was located in the City's fee documents, including the full proposed master fee schedule. Hurst is a built-out inner-ring Fort Worth suburb. Closed-search outcome: no city-administered special-district fee to report.

Proffers

Cash proffers are a Virginia statutory instrument under Virginia Code Section 15.2-2303.4 with no Texas counterpart. Texas exactions run through Local Government Code Chapter 212 (subdivision and development) and Chapter 395 (impact fees); Hurst's water and wastewater impact fees sit under Chapter 395. Closed-search outcome: this fee family does not apply to this jurisdiction.
