Impact Fees

McKinney assesses roadway, water, and wastewater impact fees under Texas Local Government Code Chapter 395, codified at McKinney Code of Ordinances Chapter 130 Article III. The current schedules were approved at the December 1, 2020 City Council Public Hearing on the 2019 Impact Fee Update following Land Use Assumptions adoption September 17, 2019.

Roadway Impact Fees (Code Chapter 130 Article III; 13 Service Areas)

Administered by: City of McKinney Development Services. The roadway program uses 13 service areas (A through M) with four plat-date tiers per service area. Schedule 1A publishes Maximum Assessable per Development Unit by service area for the current 12/1/20-Present period. Schedule 1B publishes Maximum Assessable plus Actual Collected per service area per plat-date tier (13 pages).

Water, Meter Set, and Sewer Tap Fees

One-time water service installation, meter set, and sewer service installation fees are published in the McKinney Water Service, Meter Set and Sewer Service Fee Schedule (DocumentCenter View 359), effective October 1, 2025, per Code of Ordinances Appendix A Sections 110-139, 110-140, and 110-228. Administered by: City of McKinney Public Works (Water Utilities). These are developer-side one-time charges separate from recurring monthly retail water and sewer service rates and separate from the Chapter 130 Article III utility impact (capital recovery) fees above.

Special Districts and County Overlap

McKinney sits entirely within Collin County per Census 2020 PL94-171 (state 48 place 45744 returns Collin County 085 as a single county part). The city's boundary does not overlap Denton or Hunt counties at the 2020 boundary used by the U.S. Census Bureau.
