Roadway Impact Fees

New Braunfels assesses roadway impact fees under Texas Local Government Code Chapter 395, codified in City Code Chapter 100. The current schedule was adopted by Ordinance 2022-87, signed by City Council on November 28, 2022, with the new collection schedule effective March 1, 2023. The fee is calculated by service area and plat-tier date, applied per ITE land use code with the corresponding vehicle-mile generation rate.

Program Structure

  • 6 service areas (SA1 through SA6) defined geographically in the Roadway Impact Fee Capital Improvements Plan and identified on the City's Roadway Impact Fee map. Per-development fees vary by service area.
  • 4 plat-tier date thresholds determine which collection rate applies to a specific project, based on when the underlying plat was recorded:
    1. Plats recorded before January 1, 2014
    2. Plats recorded between January 1, 2014 and August 1, 2020
    3. Plats recorded between August 1, 2020 and March 1, 2023
    4. Plats recorded on or after March 1, 2023 (current tier) or where platting is not required
  • Per-development fees by ITE Trip Generation Manual land use code. The current Exhibit 1 schedule tabulates per-development fees by land use code in each service area. As a published example: Single Family Detached (Land Use 210) is calibrated at 8.78 vehicle-miles per dwelling unit.

Roadway impact fees only. A full search of the codified Chapter 100 Roadway Impact Fee program retrieved by ZoneFee in this review cycle surfaces only roadway impact fees - no water or wastewater impact fee is layered into the Chapter 100 program. Any city-side water or wastewater impact fee would be codified separately (and was not surfaced in in this review cycle). New Braunfels Utilities (NBU) administers utility-side connection charges on its own schedule, separately from any city-side impact fee program.

Zoning, Plat, and Site Plan Application Fees

New Braunfels zoning, subdivision, and site plan application fees are codified in the Code of Ordinances Appendix D Fee Schedule, hosted on Municode (library.municode.com/tx/new_braunfels). Administered by: City of New Braunfels Planning and Development Services Department.

Per-fee dollar amounts are not yet verified via official sources on this page. During the 2026-05-06 ZoneFee source review, Municode Appendix D returned an anti-bot block, and 5 substitute paths probed on newbraunfels.gov did not surface per-fee dollar amounts outside Municode. Water, Wastewater, and Electric Connection Fees - NBU

Water, wastewater, and electric service connections in New Braunfels are administered by New Braunfels Utilities (NBU), the city-owned utility. NBU connection and tap charges, meter installation costs, and ongoing service rates are published on a separate utility fee schedule at nbutexas.com and are not part of the codified Chapter 100 Roadway Impact Fee program or the Code of Ordinances Appendix D zoning fee schedule administered by the City of New Braunfels Planning and Development Services Department.

Special Districts and County Overlap

New Braunfels straddles two counties (Comal and Guadalupe). Each county clerk's office maintains the official register of Municipal Utility Districts (MUDs), Water Control and Improvement Districts (WCIDs), and Public Improvement Districts (PIDs) overlapping with New Braunfels city limits or extraterritorial jurisdiction.

City of New Braunfels does not have a city-administered special tax district that imposes development fees outside the codified Chapter 100 Roadway Impact Fee program and the Code of Ordinances Appendix D fee schedule already inventoried.

Specific Comal and Guadalupe County MUD, WCID, or PID overlap with New Braunfels is not currently inventoried by ZoneFee.
