City of Rockport | Aransas County seat | Texas Coastal Bend | Aransas Bay on SH 35

Rockport is the Aransas County seat on Aransas Bay and SH 35 in the Texas Coastal Bend, about 30 miles northeast of Corpus Christi. The City operates its own water, wastewater, and gas utilities and adopted updated Chapter 395 water and wastewater impact fees in August 2025 by Ordinance #1981. The impact fees below are captured from the two City impact fee schedules published on its Water and Wastewater Impact Fees page, and the zoning fees from the City Development Guide dated October 2025. That page reports a public hearing and first reading on July 22, 2025 and second and final reading approved by City Council on August 12, 2025. Fees are charged per service unit, scaled by living unit equivalents (LUE), not by meter size.

Zoning Fees

Source: City of Rockport Development Guide, October 2025, Chapter 3 (rezoning, conditional use permit, and planned unit development). The guide states that complete fee schedules are in Appendix D of the Code of Ordinances and on the application forms; the amounts below are as quoted in the guide.

Application TypeFee
Rezoning$150.00 filing fee + $10.00 per acre
Conditional use permit (CUP)$150.00 filing fee + $10.00 per acre
Planned unit development (PUD) overlay$200.00 filing fee + $10.00 per acre

The Development Guide does not state platting fees, so plat fees are not shown here.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were either not published by this jurisdiction as a dated fee schedule, not administered by it, or do not apply. They are disclosed here rather than estimated, paraphrased from a non-official source, or omitted silently. These items remain under limited-coverage review until any remaining gaps are closed from official sources.

Utility tap and connection fees

No dated water or sewer tap or connection fee schedule was found on the City domain. The Water, Sewer and Gas Rates page carries monthly rates only, the Applicable Utility Service Fees page lists deposits, reconnection, and tampering fees only, the October 2025 Development Guide gives no tap amounts, and the Water and Wastewater Impact Fees page covers impact fees only. Closed-search outcome: unavailable via official sources.

Special district fees

Rockport created Tax Increment Reinvestment Zone Number 1 in 2024, which redirects ad valorem tax increment and levies no developer fee. The City sitemap has no PID or MUD page, and no developer-paid special-district assessment administered by the City was found. Closed-search outcome: not administered by this jurisdiction.

Platting fees

Plat fees are codified in Appendix D of the Code of Ordinances, which was not retrieved; the Development Guide does not quote them. They are not shown on this page.

Proffers

Cash proffers are a Virginia statutory instrument under Virginia Code Section 15.2-2303.4 with no Texas counterpart. Texas exactions run through Local Government Code Chapter 212 (subdivision and development) and Chapter 395 (impact fees). Closed-search outcome: this fee family does not apply to this jurisdiction.

This page reflects fee data sourced from the City of Rockport impact fee schedules under Ordinance #1981 (final reading approved August 12, 2025) and the City Development Guide dated October 2025. ZoneFee does not guarantee that fee amounts are current at the time you read this page. Fee schedules change, the impact fee that applies depends on the plat date, and the zoning amounts are as quoted in the Development Guide rather than the codified Appendix D. As noted above, the City publishes no dated tap fee schedule, no developer-paid special-district fee was found, and Texas has no cash proffer regime.
