Sealy, Texas - City Development Fees

City of Sealy | Austin County | Greater Houston west corridor | Interstate 10 west of Katy and Brookshire

Sealy is a home-rule city on Interstate 10 in southern Austin County, west of Katy and Brookshire. The City operates water, sanitary sewer and natural gas utilities, has adopted water and sewer impact fees, and charges development review through a deposit-plus-actual-cost policy. The amendment was on the September 15, 2026 consent agenda for its second reading, and its passage is recorded in the draft September 15, 2026 minutes published in the October 20, 2026 council packet. Verify current amounts with the City of Sealy before relying on them.

Impact Fees

Source: City of Sealy Master Fee Schedule Exhibit A, Impact Fees (page 16). Water and sewer impact fees are calculated from the size of the proposed water meter: the base fee for a 5/8-inch meter is multiplied by the AWWA ratio for the meter type. The separate Chapter 395 adopting ordinance was not captured; the amounts below are the schedule amounts by meter size.

Meter Size and TypeWater Impact FeeSewer Impact Fee
5/8" or 5/8" x 3/4" displacement$3,381.00$3,784.00
3/4" displacement$5,071.50$5,676.00
1" displacement$8,452.50$9,460.00
1.5" displacement$16,905.00$18,920.00
2" displacement or compound$27,048.00$30,272.00
3" compound$59,167.50$66,220.00
3" turbine vertical shaft$74,382.00$83,248.00
3" turbine high velocity$118,335.00$132,440.00
4" compound$101,430.00$113,520.00
4" turbine high velocity$219,765.00$245,960.00
6" compound$228,217.50$255,420.00
6" turbine high velocity$473,340.00$529,760.00
8" compound$304,290.00$340,560.00
12" turbine high velocity$1,487,640.00$1,664,960.00

A single-family 5/8-inch meter therefore pays $3,381.00 water plus $3,784.00 sewer, $7,165.00 in total. The schedule also lists other turbine sizes; refer to the AWWA equivalency table in the City schedule for the full list.
