Water and Sewer Availability and Connection Fees

Source: Ordinance No. 22-39 (Utility Rates and Fees), amending Spotsylvania County Code Chapter 22; adopted May 27, 2025; fee tables effective July 1, 2025 (SHA-256 ef6cf6a4...). The water availability fee (Code Sec. 22-67) is charged per meter for each new or altered service and recovers capital investment in the County's water and sewer facilities. The water connection fee (Code Sec. 22-68) recovers the physical-connection cost. The schedule carries a further step effective July 1, 2026.

For institutional assisted living, the water availability fee is the greater of $1,425 per bedroom (effective July 1, 2025) or the meter-size amount per Code Sec. 22-67(b).

A standard connection is under 45 feet, under 10 feet deep, with no road crossing. User- or developer-installed connections approved by the County carry no connection fee. Under Va. Code 15.2-2317, road impact fees are restricted to localities designated by the Commonwealth Transportation Board.
