Fee Summary

Water and Sewer Connection Fees

Every connection carries six components: Water Meter, Water Connection, Water Resource (the largest single component, because Thornton owns its raw water supply), Construction Water, Metro Water Recovery (the regional wastewater treatment authority charge, collected by the city), and Sewer Connection. Connection fees are the dominant development cost in Thornton.

Domestic single-family and small residential (5/8 by 3/4 inch connection)

Single-family connection totals are tiered by lot size, which is unusual and worth noting.

An incremental fee of $954 per 1,000 square feet applies to single-family lot sizes greater than 8,999 square feet.

Commercial connection totals, by tap and meter size

Multi-family master-meter connections are charged per unit by tap and meter size and their totals vary with unit count, so no single total is published for that table. Irrigation taps are charged separately (Water Meter plus Water Connection plus Water Resource), from $49,068 for a 5/8 by 3/4 inch meter to $1,633,218 for a 4 inch meter, with the meter sized from City-approved irrigation construction drawings. Fees for meters larger than 4 inch are available upon request only. Land Use and Zoning Application Fees

Two structural rules apply to every application:

• Each fee includes one initial plus two subsequent staff reviews; each additional review is assessed at 25 percent of the original application fee, at the Director's discretion.
• An application with no resubmittal within 180 days of the previous staff comment letter incurs an Inactivity Fee of 100 percent of the initial application fee.

Metropolitan District Fees

Impact Fees

Colorado home-rule municipalities may levy impact fees under C.R.S. Section 29-20-104.5, but Thornton publishes none as a separate line. Capital recovery is folded into the water and sewer connection fee - the Water Resource and Metro Water Recovery components are capacity charges - and park, open space and trail capital recovery runs through the cash-in-lieu line in the Planning and Zoning table. Proffers

Colorado jurisdictions do not use cash proffers (a Virginia conditional-zoning mechanism under Virginia Code Section 15.2-2303 with no Colorado counterpart).
