Development Impact Fees - Effective July 1, 2026

Utility Tap Fees - Effective July 1, 2026
Anne Arundel County charges water and sewer fees in two layers: the Capital Facility Connection Charge (CFCC), a per-Equivalent-Dwelling-Unit (EDU) capital charge that reimburses the county for water and sewer system expansion, and the base TAP and connection fees for the physical connection. One EDU equals approximately 250 gallons per day. The CFCC is assessed during Development Review (new development), building permit (tenant fit-out), or connection permit (well/septic conversion), and is payable before permit issuance. The per-EDU CFCC rate depends on when the development or permit application was submitted, and is codified at County Code Section 13-5-813.
