Prince George's County borders Washington D.C. to the east and is one of the two large suburban Maryland counties in the National Capital Region. Development fees are administered by three distinct authorities. The county government levies mandatory per-unit School Facilities and Public Safety surcharges on new residential construction under the County Code. The Maryland-National Capital Park and Planning Commission (M-NCPPC) Prince George's County Planning Department administers all zoning, subdivision, site plan, and planning application fees through its Development Review Division. The county Department of Permitting, Inspections and Enforcement (DPIE) administers building permit fees. Water and sewer service is provided by WSSC Water, a separate bi-county authority. Recent Fee Changes
DPIE building permit fees increased 20% plus a 10% Technology Fee effective March 2, 2025 (Council Resolution CR-087-2024). Council Resolution CR-087-2024, adopted November 12, 2024, authorized a 20% increase to all DPIE permit fees plus a 10% Technology Fee. The M-NCPPC Development Review Division fee schedule was last revised December 2024.

Impact Fees - School Facilities and Public Safety Surcharges - FY2027, Effective July 1, 2026
Prince George's County does not use a Texas-style impact fee. Its developer-side growth contribution is collected through two mandatory per-unit surcharges on new residential construction: the School Facilities Surcharge (County Code Section 10-192.01) and the Public Safety and Behavioral Health Surcharge (County Code Section 10-192.11). FY2027 rates (July 1, 2026 to June 30, 2027) were set by County Council Resolutions CR-068-2026 and CR-069-2026, adopted July 14, 2026 and retroactively effective July 1, 2026, and carry an annual CPI adjustment. The school surcharge is lower for buildings located between Interstate Highway 495 and the District of Columbia and for buildings included within a basic plan or conceptual site plan that abuts an existing or planned mass transit rail station site operated by the Washington Metropolitan Area Transit Authority or Maryland Transit Administration. The public safety surcharge is lower for construction located inside the Transportation Service Area 1, as defined by the Maryland-National Capital Park and Planning Commission in the Prince George's County Approved General Plan, and for construction in an area included in a basic plan or conceptual site plan that abuts an existing or planned WMATA or MTA mass transit rail station site and that complies with the requirements of any sector plan, master plan or overlay zone approved by the District Council. The two location tests are separate, so a parcel can fall in the lower band for one surcharge and not the other. CR-068-2026 also excepts residential construction in certain areas qualified for a reduction in the school surcharge; those reduced amounts are not shown here. CR-069-2026 sets the public safety amount for permits issued; the earlier DPIE fee schedule listed that surcharge per building, so confirm the basis for multifamily projects with DPIE.
