The county government levies mandatory per-unit School Facilities and Public Safety surcharges on new residential construction under the County Code. The Maryland-National Capital Park and Planning Commission (M-NCPPC) Prince George's County Planning Department administers all zoning, subdivision, site plan, and planning application fees through its Development Review Division. The county Department of Permitting, Inspections and Enforcement (DPIE) administers building permit fees. Water and sewer service is provided by WSSC Water, a separate bi-county authority. Recent Fee Changes
DPIE building permit fees increased 20% plus a 10% Technology Fee effective March 2, 2025 (Council Resolution CR-087-2024). Impact Fees - School Facilities and Public Safety Surcharges - Effective July 1, 2024
Prince George's County does not use a Texas-style impact fee. Its developer-side growth contribution is collected through two mandatory per-unit surcharges on new residential construction: the School Facilities Surcharge (County Code Section 10-192.01) and the Public Safety and Behavioral Health Surcharge (County Code Section 10-192.11). FY2025 rates were set by County Council Resolutions CR-057-2024 and CR-058-2024 and carry an annual CPI adjustment.
