Fuquay-Varina, North Carolina - Town Development Fees

Town of Fuquay-Varina | Wake County | Research Triangle | Raleigh-Cary, NC MSA (southern Wake County)

Fuquay-Varina is one of the fastest-growing towns in southern Wake County, on the US-401 corridor in the Research Triangle's Raleigh-Cary MSA, bordering Holly Springs and lying south of Apex and Cary. The dominant development charge in Fuquay-Varina is the Town's own water and sewer System Development Fee, which North Carolina towns levy under NCGS Chapter 162A, Article 8 in place of impact fees, charged by water meter size. The Town also administers a schedule of zoning map amendment, subdivision, plat, site plan review, and land-disturbance fees through its Planning, Engineering, and Public Utilities functions. North Carolina does not authorize local impact fees or Virginia-style cash proffers. All amounts below are drawn from the Town of Fuquay-Varina Fee Schedule for Fiscal Year 2026-2027 (Ordinance No. 26-17, adopted June 1, 2026), effective July 1, 2026. Verify current amounts with the Town of Fuquay-Varina before relying on them.

Water and Sewer System Development Fees

Source: Town of Fuquay-Varina Fee Schedule for FY 2026-2027, Water and Sewer System Development Fees (Ex. C, p. 4), Connection Fees (Ex. D, p. 5), and Other Water and Sewer Fees (Ex. J, p. 13), effective July 1, 2026. This is the highest-value block on the page for a developer. Fuquay-Varina operates its own water and sewer utility and recovers capacity through North Carolina General Statutes Section 162A-205 System Development Fees charged by water meter size, not through an impact fee. The minimum non-residential meter size is 1 inch; the 3/4-inch size is the equivalent-residential-unit (ERU) basis. The southern portion of town served by the Harnett County Water District calculates the water System Development Fee by subtracting the Harnett County water System Development Fee from the Town figure.

Combined System Development Fees by water meter size (water + sewer)

Water Meter Size Combined System Development Fee
3/4 inch$10,037
1 inch$16,726
1.5 inch$33,455
2 inch$53,529
3 inch$107,056
4 inch$167,275
6 inch$334,550
8 inch$535,273

A standard single-family connection uses a 3/4-inch meter: residential water $4,974 plus sewer $5,063, a combined $10,037 (this equals the printed non-residential Total for the 3/4-inch size, which is the ERU basis).

Residential System Development Fee (3/4-inch, per dwelling unit)

Basis (as printed)WaterSewer
Based on Water Tap Size (sums to the printed Total)$4,974$5,063
Based on Tap Size$4,929$4,845

Honest nuance: the residential and non-residential tables print a dual basis. The printed Total column ($10,037 at 3/4 inch) sums the "Based on Water Tap Size" values ($4,974 water + $5,063 sewer), so those are presented as operative; the "Based on Tap Size" values ($4,929 / $4,845) are shown as printed.

Fire protection tap fees (by water tap size)

Water Tap SizeFee
4 inch$2,560
6 inch$7,420

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were either closed by official-source review as not administered, or deferred to the cited source rather than estimated or omitted silently. These items remain under limited-coverage review until these gaps are closed.

Impact Fees

North Carolina repealed local impact-fee authority. S.L. 2017-138 (the Public Water and Sewer System Development Fee Act, NCGS Chapter 162A, Article 8) replaced water and sewer impact fees with statutorily-governed System Development Fees, and North Carolina has no general-purpose municipal impact-fee enabling statute. Fuquay-Varina's capacity charges are therefore the meter-based System Development Fees captured above. The one adjacent instrument is the NCGS 160D-804(d) Parks, Recreation, and Cultural Resources Unit Fee (single-family and multi-family), which the fee schedule leaves unpriced, deferring to Land Development Ordinance Section 9-1462. No fixed amount is asserted here because none is published in the fee schedule. Closed-search outcome: this fee family is not administered by this jurisdiction as a distinct impact fee.

Special District Fees

Fuquay-Varina publishes no per-application special-district fee. North Carolina municipal service districts (NCGS Chapter 160A, Article 23) are established by council resolution and funded by a district property-tax levy, not a developer application fee. The Harnett County Water District reference in the fee schedule is a water-service-area offset for the southern portion of town, not a district-formation fee. Closed-search outcome: this fee family is not administered by this jurisdiction.

Proffers

North Carolina does not use Virginia-style cash proffers. Cash proffers are a Virginia and Maryland conditional-zoning instrument (Virginia Code Section 15.2-2303.4) with no North Carolina counterpart; NC conditional zoning is governed by NCGS Section 160D-703 and does not support that kind of monetary exaction. Closed-search outcome: this fee family does not apply to this jurisdiction.

This page reflects fee data sourced from the Town of Fuquay-Varina Fee Schedule for Fiscal Year 2026-2027 (Ordinance No. 26-17, adopted June 1, 2026, effective July 1, 2026), as of the last-verified date above. ZoneFee does not guarantee that fee amounts are current at the time you read this page. Fee schedules change. Water and sewer System Development Fees vary by water meter size, so the totals shown apply only to the stated meter configurations, and the standard 3/4-inch residential connection combines to $10,037. The System Development Fee tables print a dual basis; the printed Total column (sourced from the "Based on Water Tap Size" values) is presented as authoritative. The NCGS 160D-804(d) Parks, Recreation, and Cultural Resources Unit Fee is not priced in the fee schedule (it defers to Land Development Ordinance Section 9-1462). The southern portion of town served by the Harnett County Water District nets out the Harnett County water System Development Fee. North Carolina charges no local impact fee and no Virginia-style cash proffer, and Fuquay-Varina publishes no per-application special-district fee.
