Water and Sewer Tap Fees

Source: City of Bryan City Council Resolution No. 4073, adopted November 14, 2023 (repealing and replacing Resolution No. 3900), effective on adoption. Bryan operates its own municipal water and sanitary sewer utility. Because the City levies no Chapter 395 water or wastewater impact fee, the tap and meter connection charge is the developer's principal one-time utility cost. (Bryan Texas Utilities, or BTU, provides electric service and payment processing only; water and sewer are administered by City of Bryan Water Services.)

Recurring monthly water and wastewater usage rates in the same resolution (Section 8, charged at 1.50x for accounts outside the city limits) are utility billing rates rather than one-time development charges and are outside the scope of this page. Planning, Zoning, and Platting Fees - Not Published

Bryan does not publish a static planning, zoning, or platting fee schedule on any official surface. The City's Code of Ordinances, Chapter 110 (Subdivisions), Article II (Platting Procedure) - codified through Ordinance 2766 (adopted December 9, 2025) - states that the application fee is "as established by resolution of the city council" rather than printing a dollar amount. The live amounts are calculated inside the City's Citizenserve online permitting portal, which requires a login to reach the fee step.

This is a documented closed-search outcome rather than a coverage gap. Six official paths were checked on the current codified surface: the Citizenserve portal anonymous pages (a header-only shell; the fee step sits behind the login), the City's online-permitting FAQ (confirms fees are paid inside Citizenserve, with no amounts), the permits-and-applications landing page, the bryantx.gov site search for "fee schedule," a docs.bryantx.gov search for a council fee resolution covering planning applications, and the Municode search interface. None surfaced a portal-external schedule or a council fee resolution for development applications.

Developers should request a current planning and platting fee quote directly from City of Bryan Development Services at building@bryantx.gov or 979-209-5010. Bryan's building permit fees are valuation-based under the adopted International Building Code (Code Chapter 14) and are likewise set by resolution and computed in the portal.

Impact Fees - Not Administered

The City of Bryan does not levy a roadway, water, or wastewater impact fee under Texas Local Government Code Chapter 395. No Chapter 395 impact-fee program (land-use assumptions, capital improvements plan, and per-service-unit fee ordinance) has been adopted.

This is a documented closed-search outcome. A Chapter 395 program requires segregated impact-fee fund accounting that would appear in the adopted budget. The City of Bryan FY2026 Adopted Budget was scanned in full (193 pages) and contains zero occurrences of "impact fee," no impact-fee fund in its Special Revenue Funds inventory, and no impact-fee revenue line in the Water and Wastewater fund - the utility fund shows only water and sewer tap fee revenue lines. A site-wide search for a Bryan impact-fee program page returned none, and a chapter-level review of the codified ordinances found no impact-fee section.

Underwriting note: this is a substantive contrast with adjacent College Station, the Brazos County twin city, which does run a Chapter 395 impact-fee program. Special District Fees - Not Administered

Bryan's special districts are tax-increment financing vehicles - Tax Increment Reinvestment Zones (TIRZ) under Texas Tax Code Chapter 311, including TIRZ #10 (Traditions), #19 (Nash Street), #21 (Downtown), and #22 (Target and North). Proffers

Cash proffers are a Virginia statutory instrument under Virginia Code Section 15.2-2303.4 with no Texas counterpart.
