Special District Fees

Source: City of Friendswood Ordinance No. 2026-21, approving the 2026 Annual Update to the Service and Assessment Plan and Assessment Roll for the Friendswood City Center Public Improvement District (first reading July 6, 2026; passed on second and final reading August 3, 2026). The district is a public improvement district under Subchapter A, Chapter 372, Local Government Code, created by City Council resolution on January 8, 2024 over a portion of the area within the City's corporate limits. Its Service and Assessment Plan was first approved by Ordinance No. 2024-37 on November 4, 2024.

These are assessments levied under the PID ordinance on assessed property inside the district only. They do not apply to property elsewhere in Friendswood. An assessment may be paid in full at any time; otherwise it is payable in annual installments that the City Council approves each year in the annual service plan update.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were either not published as a dated official fee schedule or do not apply. They are disclosed here rather than estimated, paraphrased from a non-official source, or omitted silently. These items remain under limited-coverage review until any remaining gaps are closed from official sources.

Currency caveat

The impact fees on this page took effect January 8, 2024 under Ordinance 2024-02, and the water meter fees took effect December 4, 2024 under Ordinance 2024-41. Chapter 395 requires impact-fee land use assumptions and capital improvement plans to be reviewed at least every five years, so a later update may supersede these amounts. The district assessments reflect the 2026 annual service plan update; the City Council approves a new update each year. Confirm current amounts directly with the City of Friendswood before relying on them.

Zoning and plat application fees

Friendswood administers zoning and platting, but no dated, ordinance-backed fee schedule for those applications was located on the City's official website. The City's zone change application form lists an application fee, but the form carries no date, adopting ordinance, or effective date, so ZoneFee does not publish that amount as a current fee. The City's Planning and Zoning pages link submittal schedules, zoning maps, and application forms only, and the City sitemap contains no planning fee schedule. Closed-search outcome: not published via official sources on this pass; request current zoning and plat fees directly from the City of Friendswood Community Development Department.

Proffers

Cash proffers are a Virginia statutory instrument under Virginia Code Section 15.2-2303.4 with no Texas counterpart. Texas exactions run through Local Government Code Chapter 212 (subdivision and development) and Chapter 395 (impact fees). Closed-search outcome: this fee family does not apply to this jurisdiction.
