Roadway impact fees are charged in two service areas (Service Area 1 west of the BNSF Railroad and Service Area 2 east of the BNSF Railroad) and are collected at 50 percent of the maximum assessable amount, varying by ITE land use category. Water and wastewater impact fees are also collected at 50 percent of the maximum and scale by water meter size and type. The figures below are the collected (50 percent) rates; the maximum assessable amount is twice each figure. Utility Tap / Connection Fees

Prosper's complete codified Master Fee Schedule (Appendix A, Ordinance 2025-47, effective October 1, 2025) enumerates every development-related fee section and contains no separate water or wastewater tap or connection fee section. The developer-side water and wastewater capital recovery cost is the Water and Wastewater Impact Fee by meter size confirmed above. The Municipal Drainage Utility System Fee (Section XII) is an ongoing monthly utility charge, not a one-time development tap fee, and is out of ZoneFee's developer-fee scope.
