Utility Tap Fees

Source: Resolution No. 23-2025 Exhibit A, Sewer Taps (page 4) and Water Taps (page 5). The resolution revised the water and wastewater tap fees following a cost-of-service study; the October 6, 2025 minutes note that the prior tap fee had not been updated in over a decade. Tap fees are one-time charges for an initial connection, separate from impact fees.

TapFee
5/8" water meter tap$1,600.00
1" water meter tap$1,700.00
1-1/2" water meter tap$2,900.00
2" water meter tap$3,400.00
4" sewer tap$1,100.00
6" sewer tap$1,100.00

A single-family lot on a 5/8-inch meter with a 4-inch sewer tap therefore pays $2,700.00 in City tap fees. The schedule also lists $25.00 water and $25.00 sewer connection items for manufactured housing and modular buildings under plumbing permits; those are permit items, not utility taps.

Special District Application Fees

Source: Resolution No. 23-2025 Exhibit A (page 5). These are West Fort Bend Management District development application fees listed in the City schedule. They are review and permit application fees, not district assessments or taxes.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were either not published by this jurisdiction as a dated fee schedule, not administered by it, or do not apply. They are disclosed here rather than estimated, paraphrased from a non-official source, or omitted silently. These items remain under limited-coverage review until any remaining gaps are closed from official sources.

Impact fees

Richmond has held Texas Local Government Code Chapter 395 impact fee proceedings: the City website hosts a 2019 public hearing notice on amending impact fees, land use assumptions and the capital improvements plan. No current adopted impact fee schedule is posted. Resolution No. 23-2025 Exhibit A contains no impact fees, the October 6, 2025 minutes record that impact fee items would be brought back later, and searches of the City site and sitemap found no schedule. Closed-search outcome: unavailable via official sources. Do not read this as a zero impact fee; confirm with the City.

District taxes and assessments

Municipal utility district and levee improvement district taxes in the extraterritorial jurisdiction, and any West Fort Bend Management District assessments, are set by those districts and are not captured here.

Building permit fees

Building, plumbing and other trade permit fees also appear in the schedule. Building trade permit fees are outside the scope of this page.

Proffers

Cash proffers are a Virginia statutory instrument under Virginia Code Section 15.2-2303.4 with no Texas counterpart. Texas exactions run through Local Government Code Chapter 212 (subdivision and development) and Chapter 395 (impact fees). Closed-search outcome: this fee family does not apply to this jurisdiction.
