Building Permit and Plan Review Fees

Building permit fees for new buildings, additions, and pools are valuation-based, computed from Table 3A (Building Permit Fees) and Table 3B (Building Valuation Chart) in the Community Development Fee Schedule rather than a flat schedule. Building plan review is 75% of the building permit fee, with a minimum of $122.88. Builder cost therefore depends on the declared construction valuation. Water and Wastewater Development Fees - Effective September 8, 2025

In Glendale, as in most Arizona municipalities, the water and wastewater development fees are the primary utility capacity charges - the ARS 9-463.05 charges assessed per meter at building permit issuance. The physical meter set is billed separately through the Utility Services water meter fees. Glendale operates its own municipal water and wastewater utility.

Accessory dwelling units are treated on a demand basis for water and wastewater: the impact fee is charged only where the ADU requires a meter upsize, and equals the difference between the existing and upsized meter impact fees. Upsizing a 0.75-inch meter to a 1-inch meter in East Glendale, for example, yields $11,898 minus $7,125, or $4,773. Where no meter upsize is required, the ADU water and wastewater impact fee is $0.
