Development Impact Fees by Service Area - Effective June 23, 2025

How the Phoenix Fee-Area Structure Works

Phoenix assesses development impact fees across 15 service-area columns rather than one citywide rate. The fee areas are Northwest, Deer Valley, Northeast, and Paradise Ridge (Off-Project), plus Estrella North, Estrella South, Laveen East, Laveen West, Ahwatukee, and Balance of City, each with On-Project and Off-Project columns. Fees collected in a fee area fund only infrastructure benefiting that area, and amounts vary by land use and by development size or meter size. The Balance of City assesses $0 across all fee categories because it is not a development impact fee area. Special District Fees (Community Facilities Districts)

Phoenix Community Facilities Districts are Title 48 districts formed under the Arizona Community Facilities District Act of 1988. Per the City's own CFD program page, the Districts levy taxes and issue bonds independently of the City as separate political subdivisions under the Arizona Constitution, and CFD assessments appear under the Special District section of the Maricopa County property tax statement. The City levies no developer-facing CFD or Improvement District application fee: the 56-page PDD Fee Schedule contains no such line item, and the CFD program page publishes only formation documents (petitions, resolutions, ordinances, development agreements, annual financial reports) with no fee schedule. Arizona jurisdictions do not use Virginia-style cash proffers (a Virginia conditional-zoning mechanism under VA Code 15.2-2303 and 15.2-2303.4 with no Arizona counterpart). The Water Services Development Finance Fees page enumerates per-connection service charges as fee TYPES without publishing amounts on that surface: Full Water Service Fee (Tap and Meter), Water Tap Only, Meter Only, Meter Relocation, Reduce Size of Meter, Fire Hydrant Meter, Firelines and Wet Tap, Construction Water Access, Shutdown, and Development Occupational Fees.
