Beaumont, Texas - City Development Fees

Beaumont | City | Jefferson County seat | Southeast Texas / Golden Triangle (I-10 corridor) | Beaumont-Port Arthur, TX MSA

Beaumont is a home-rule city and the seat of Jefferson County, anchoring the Golden Triangle petrochemical market on the I-10 corridor between Houston and the Louisiana line. Unlike the fast-growth suburban markets in North and Central Texas, Beaumont does not levy a Texas Local Government Code Chapter 395 impact fee. The City's development charges are consolidated into a single codified Fee Schedule at Chapter FS of the City Code, replaced in full by Ordinance 25-049 (adopted 9/16/2025) and amended through Ordinance 25-071 (adopted 12/2/2025). That chapter carries the planning and zoning application fees, the special district application fee, and the water and sewer tap fees below, while building permit fees are published as separate residential and commercial schedules by Building Codes. Verify current amounts with the City of Beaumont before relying on them.

Water and Sewer Tap Fees

Source: City of Beaumont Code of Ordinances, Chapter FS (Fee Schedule), section FS.019 (Water), effective December 2, 2025 per Ordinance 25-049-A and Ordinance 25-071. Beaumont operates its own municipal water and sewer utility. Because the City levies no Chapter 395 water or wastewater impact fee, the tap and meter connection charge is the developer's principal one-time utility cost.

ConnectionFee
1" water tap and meter$1,570.00
1.5" water tap and meter$1,890.00
2" water tap and meter$2,790.00
3" or larger water tap and meterCall for estimate
4" sewer tap$1,820.00
Meter relocation (5 feet or more)$300.00
Construction cage meter - security deposit (refundable)$4,500.00
Construction cage meter - application fee (non-refundable)$500.00

Recurring monthly water and wastewater demand and volume charges (sections FS.019(c), FS.019(d), and FS.020) are utility billing rates rather than one-time development charges and are outside the scope of this page. Authority: City of Beaumont Water Utilities.

Special District Fees

Source: City of Beaumont Code of Ordinances, Chapter FS, section FS.006(c), effective December 2, 2025. The City levies a per-application Special District application fee of $2,500.00. This is Beaumont's own processing charge for a petition to create a special district within the city limits or its extraterritorial jurisdiction, such as a public improvement district under Texas Local Government Code Chapter 372 or a municipal utility district under Texas Water Code Chapter 54.

Beaumont is unusual among the Texas jurisdictions in ZoneFee's coverage in charging a flat city-level special district application fee at all. Most Texas cities recover district formation costs through the district itself or through a negotiated development agreement rather than a published per-application fee. Once formed, a district levies its own assessments, which are separate from and additional to the City charge above.

Impact Fees - Not Administered

The City of Beaumont does not levy a roadway, water, or wastewater impact fee under Texas Local Government Code Chapter 395. The codified consolidated Fee Schedule at Chapter FS of the City Code, comprising sections FS.001 through FS.024 as replaced by Ordinance 25-049 (adopted 9/16/2025) and amended through Ordinance 25-071 (adopted 12/2/2025), contains no impact fee section and no impact fee line item. The phrase does not appear anywhere in the chapter.

This is a documented closed-search outcome rather than a coverage gap. Three official paths were checked: the codified Chapter FS Fee Schedule was read in full across all 24 fee sections; the City's published sitemap was searched and contains no impact fee or consolidated fee page; and the Planning and Zoning Commission page surfaced no impact fee links.

Underwriting note: this is consistent with older Texas home-rule cities in mature markets. Beaumont funds growth-related capital through Chapter 212 subdivision exactions - reflected on this page in the $1,500.00 subdivision infrastructure plan review fee and the platting schedule - and through the utility tap and connection charges above, rather than through a per-unit Chapter 395 fee. For a contrast within the same state, see the Chapter 395 programs on the Anna and Houston pages.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed on this page with a fixed fee amount traceable to a dated or byte-stable official source document. They are disclosed here rather than estimated, paraphrased from a non-official source, or omitted silently. These items remain under limited-coverage review until these gaps are closed from official sources.

Building permit schedule effective date

The Residential and Commercial and Multi-Family fee schedules published by Building Codes carry the year 2024 in their document filenames but print no adoption date, effective date, or ordinance reference on the documents themselves. The building permit, plan review, and certificate of occupancy figures above are drawn from those schedules as currently published, and the effective date is left unstated rather than inferred. The planning and zoning application fees in Chapter FS section FS.006 do carry a firm effective date of December 2, 2025.

Large-diameter water taps

The codified schedule quotes water taps of three inches and larger by estimate rather than at a published rate. No figure is given here for those sizes. Contact City of Beaumont Water Utilities directly for a project-specific quote.

Electrical, mechanical, and plumbing trade permits

Trade permit fees beyond the building permit and plan review items listed above are not enumerated on this page. They are published within the same Building Codes fee schedules and should be read directly for a complete permit-cost build-up.

Adjacent jurisdictions

Beaumont's adjacency list within Jefferson County and the wider Golden Triangle has not been established against an official county GIS or Census place boundary source, so no neighboring-jurisdiction comparison is presented on this page. Beaumont is the only Jefferson County jurisdiction currently in ZoneFee's coverage.

Proffers

Cash proffers are a Virginia statutory instrument under Virginia Code Section 15.2-2303.4 with no Texas counterpart. Texas exactions run through Local Government Code Chapter 212 (subdivision and development) and Chapter 395 (impact fees), and Beaumont uses only the former. Closed-search outcome: this fee family does not apply to this jurisdiction.
