Anna, Texas - City Development Fees

Anna | City | Collin County | North Texas / DFW Metroplex (US-75 north corridor) | Dallas-Fort Worth-Arlington, TX MSA

Anna is a home-rule city in Collin County on the US-75 corridor north of McKinney, and one of the faster-growing suburban markets on the northern edge of the Dallas-Fort Worth Metroplex. The City administers development charges through three channels: water, wastewater, and roadway impact fees adopted under Texas Local Government Code Chapter 395 and codified at fee schedule Appendix A, Article A6.000; planning and land-development application fees codified at Appendix A, Article A3.000; and its own municipal water and sewer utility, which levies tap and meter set fees. Anna's consolidated fee schedule is codified in the City Code rather than published as a standalone PDF, so the figures below are drawn from the codified Appendix A alongside the Building Department fee schedule published by Development Services. Verify current amounts with the City of Anna before relying on them.

Chapter 395 Impact Fees

Source: City of Anna Code of Ordinances, fee schedule Appendix A, Article A6.000 (Utility Fees), sections A6.013 (water and sewer impact fees) and A6.014 (roadway impact fees). The impact fee program itself is established at Article 9.08 of the City Code pursuant to Texas Local Government Code Chapter 395. In all three families the adopted rate equals the maximum assessable rate calculated in the supporting impact fee study, so there is no discount between the maximum and the collected amount.

Water and Wastewater Impact Fees

Charged per living unit equivalent (LUE), with the LUE factor set by meter size under the Schedule A land-use equivalency table. Rates are in Schedule B.

BasisFee
Water impact fee (all service areas)$5,500.00 per LUE (adopted = maximum)
Wastewater impact fee (all service areas)$5,500.00 per LUE (adopted = maximum)
Single-family residential, 3/4" meter (1 LUE) - combined$11,000.00
1" meter (1.7 LUE) - combined$18,700.00
1.5" meter (3.3 LUE) - combined$36,300.00
2" meter (5.3 LUE) - combined$58,300.00

Authority: Ordinance 999-2022 (adopted 8/23/2022) and Ordinance 1007-2022 (adopted 9/27/2022).

Roadway Impact Fees

Service AreaFee
Service Area 1$1,845.00 per service unit (adopted = maximum)
Service Area 2$1,423.00 per service unit (adopted = maximum)

Section A6.014 applies a land-use percentage-of-maximum table by use category, so the per-service-unit figure above is the ceiling and the collected roadway fee for a given land use is that ceiling multiplied by the applicable percentage. Authority: Ordinance 997-2022 (adopted 8/23/2022) and Ordinance 1006-2022 (adopted 9/27/2022).

Underwriting note: for a detached single-family lot on a 3/4 inch meter in Service Area 1, the stacked Chapter 395 exposure before any roadway land-use percentage adjustment is $11,000.00 in water and wastewater impact fees plus the applicable share of the $1,845.00 roadway service-unit fee. Tap and meter set fees below are charged in addition to these amounts, not instead of them.

Coverage Notes - What This Page Does Not Cover

Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed on this page with a fixed fee amount traceable to a dated or byte-stable official source document. They are disclosed here rather than estimated, paraphrased from a non-official source, or omitted silently. These items remain under limited-coverage review until these gaps are closed from official sources.

Plat and subdivision application fees

Anna's plat and subdivision application fees sit in fee schedule Appendix A, section A3.001, which is a different section of the same codified article as the planning application fees above. Those line items were not captured verbatim from the codified source in the verification pass behind this page, so no plat, replat, or conveyance plat figure is published here. Read section A3.001 directly, or confirm with Development Services, before budgeting platting costs.

Building permit schedule effective date

The City of Anna Building Department Fees schedule carries no printed adoption or effective date and no ordinance reference on the document itself. The building permit, plan review, and certificate of occupancy figures above are drawn from the schedule as currently published by Development Services, and the effective date is left unstated rather than inferred. The planning application fees in Article A3.000 do carry ordinance references (Ordinance 864-2020 and Ordinance 130-2004).

Roadway impact fee land-use percentages

Section A6.014 sets the roadway impact fee at $1,845.00 per service unit in Service Area 1 and $1,423.00 in Service Area 2, then applies a percentage-of-maximum table that varies by land-use category. The per-category percentages are not reproduced on this page. The figures published above are the maximum per-service-unit rates, which is the correct ceiling for a conservative underwriting assumption but not necessarily the amount collected for a specific use.

Special district fees

The City of Anna levies no per-application special district, public improvement district, or municipal utility district creation or petition fee. The codified consolidated fee schedule was read across Article A3.000 (Development Fees) and Article A6.000 (Utility Fees), and the Building Department Fees schedule was read in full; none contains a special-district application fee. In Texas, PID formation costs under Local Government Code Chapter 372 and MUD formation costs under Water Code Chapter 54 are recovered through the district itself or a negotiated development agreement, not through a standardized per-application city fee. Closed-search outcome: this fee family is not administered by this jurisdiction.

Proffers

Cash proffers are a Virginia statutory instrument under Virginia Code Section 15.2-2303.4 with no Texas counterpart. Texas exactions run through Local Government Code Chapter 212 (subdivision and development) and Chapter 395 (impact fees), both of which are reflected above. Closed-search outcome: this fee family does not apply to this jurisdiction.
