Impact Fees

Georgetown assesses water, wastewater, and transportation impact fees under Texas Local Government Code Chapter 395 and city ordinance.

Water and Wastewater Impact Fees (Chapter 13.32)

Administered by: City of Georgetown Development Services. Collected at new water meter issuance.

Trigger: New water meter application (residential and commercial). LUE (Living Unit Equivalent) is the standard unit - a 3/4-inch meter equals one residential LUE.

Pending re-verification The council-adopted escalation moved to its August 31, 2026 step, and ZoneFee could not retrieve an official document stating the current water and wastewater impact fee amounts (the Construction Fee Schedule previously cited has been removed from the city website). Pending re-verification against the current official schedule. The superseded August 31, 2025 - August 30, 2026 tier was $11,000 (water) and $7,000 (wastewater) per 3/4-inch residential LUE; see the escalation table above.

Transportation Impact Fees (Chapter 12.09.030 UDC)

The transportation impact fee program is active under Texas LGC Chapter 395. Effective March 1, 2023. Multiple lettered geographic service areas; fee amounts vary by service area and land use type.

Documented limitation: Specific per-unit dollar amounts by service area and land use type are currently available only in a locked Excel file (Georgetown TIF Final, January 2026) - not published as an accessible PDF, HTML table, or ordinance text. ZoneFee cannot confirm the specific amounts from public-facing documents.

To obtain current TIF amounts: contact City of Georgetown Development Services or review the Transportation Impact Fees page at georgetowntexas.gov.

Zoning and Planning Application Fees (UDC Fees)

Administered by: City of Georgetown Development Services - Planning Division. Applies to Unified Development Code (UDC) applications.

Current schedule: Planning Department Application Fee Schedule, revised October 1, 2026 (verified 2026-11-04). Source: georgetowntexas.gov (Planning → Development Manual). Amounts are the total due at submittal, including the technology fee.

Note: The fee schedule PDF file path includes "Spring 2025" but the document footer states "Revised: October 1, 2026." ZoneFee treats October 1, 2026 as the operative effective date.

Utility Connection Fees

Georgetown Utility Systems (GUS) is a city-operated utility - not an independent authority. Water, wastewater, and electric service are provided directly by the City of Georgetown.

Water tap and wastewater connection fees are governed by Code of Ordinances Sec. 13.04.150 (water tap) and Sec. 13.04.160 (wastewater connection); the electric connect fee by Sec. 13.04.210.

Note: Tap fees and impact fees are separate charges. Water/wastewater impact fees (listed above) are in addition to these connection fees.

Water Tap and Wastewater Connection Fees (Sec. 13.04.150 and 13.04.160)

Pending re-verification The Construction Fee Schedule that listed water tap, wastewater connection, and water and wastewater engineering and inspection fees has been removed from the city website, and no replacement schedule was found in the official sources reviewed on 2026-11-04. Pending re-verification against the current official schedule. Confirm these fees with City of Georgetown Development Services.

Single-phase, greater than 400 amps Actual cost (line extension application required)
Commercial three-phase (all sizes) Actual cost of materials and labor (contact GUS Electric Engineering)

For commercial three-phase or oversized residential service: contact electricengineering@georgetown.org.

Special Districts and MUDs

Multiple Municipal Utility Districts (MUDs) exist in Williamson County. Georgetown's incorporated city limits and ETJ boundary overlap with several MUDs.

Distinction: MUD infrastructure costs and MUD ad valorem tax rates are charges assessed by the district on property owners - they are not City of Georgetown development fees. Georgetown's city-imposed impact fees and tap fees (documented above) are entirely separate from MUD assessments.

For properties within a MUD:

  • Properties within Georgetown's incorporated limits: city impact fees assessed at building permit issuance
  • Properties within Georgetown's ETJ: city impact fees assessed at final plat recordation
  • Offset and reimbursement agreements between the city and specific MUDs exist on a deal-specific basis and are not published as standard schedules (Georgetown MUD Policy adopted July 24, 2018)

ZoneFee has not inventoried individual MUD fee schedules. MUD-specific assessments vary by district and are governed by TCEQ-registered district documents. Contact the relevant MUD directly for district-specific assessments.
