Chapter 395 Impact Fees

Sherman administers roadway, water, and wastewater impact fees under Texas Local Government Code Chapter 395, adopted by Ordinance No. 6326 (2020 Roadway/Water/Wastewater Impact Fee Study) and updated by Ordinance No. 6522 (2022 Impact Fee Study). Impact fees are effective June 7, 2021.

Roadway Impact Fees

Roadway impact fees are assessed per ITE land use via the adopted Land Use / Vehicle-Mile Equivalency Table (LUVMET), collected at the adopted percentage of maximum. The collected amount varies by service area and by final-plat and permit date, and reductions apply for certain use categories under the adopted study.
